Responsibilities of the Commish(s) and the Disciplinary Officials
1) Addressing Tanking- Go through teams line-ups on Fantrax and check for the following regularly:
A. Players that are injured (and have been/will be for a long time especially) that are in the active lineup or bench when there are IR spots open. We'll go easy if you have your IR spots used but a few guys on IR in your lineup, although at a certain point we assume you'll make something happen since it isn't fair to have 5 LTIR guys sitting in your lineup/bench for months.
A2. Not having at least ONE NHL goalie (back-up or starter) will result in a minor infraction if you don't fix it within two weeks after being notified (I realize it might not be easy to get an NHL goalie, since there aren't many on waivers, but it messes with the stats tremendously and therefore the draft positions when you aren't getting any goalie stats). Basically you need to have one NHL goalie active or on your bench (but healthy) for your roster to be legal.
Another issue is if you have your NHL starter or backup and you consistently start a minor league goalie over them. You will be awarded the two weeks if it is your only infraction but if you have enough violations without this A2 violation then it will be used against you because you have been overall negligent.
B. Minor League Players that are in the active lineup or bench. It is a worse infraction if they haven't played a single NHL game this year. It is also poor form if there is a player in your minors who is playing in the NHL but is not in your lineup when a 0 NHL game player is in your lineup.
C. Check team salaries and make sure they are within the cap ceiling and floor. Don't trust Fantrax as they do things we don't do like count prospect salaries, so use that only as a guideline of who to check here on Proboards. On here, check to see if they have buyouts and double check with the Rules Committee that their accurate. All GMs get a warning whenever they are over/under cap guidelines and have 48 hours from the time of warning to fix it.
D. Make a profile of any team that you deem to be tanking and we'll come up with which disciplinary action fits.

Tanking Punishments (as deemed by the Disciplinary Committee and the Co-Commishs)
The below are the punishments for tanking. We have issued warnings and let things slide so now we expect GMs to take these rules seriously. A perpetrating GM accused of tanking will be notified via pm from a Co-Commish and can enter an appeal to the Co-Commishs and the Disciplinary Committee (via pm). Once the issue has been settled and the punishment or lack thereof is determined, the League will be notified on a thread by a Co-Commish.
The Draft Committee should be able to accommodate any infractions by the time of the draft. It is the responsibility of the punished GM to notify the Draft Committee when they acquire picks so the draft can be adjusted accordingly, if they are not accounting for the sanctions.
All sanctioned picks keep their sanctions regardless of who owns them UNLESS the picks were dealt to someone before they had sanctions applied.
If there are questions about the rules related to tanking contact the Co-Commishs or the Disciplinary Committee. These rules can only be amended by the League's Governing body (the Co-Commishs, members of Committees, through discussions via pm. The reason why I am limited who can discuss rule amendments is that people have self-interest in amending the rules or judgments to suit them and it should be assumed that the League's governing body should have the spirit of the league at heart.
If you believe that the Governing Body related to tanking has not upheld the spirit of the League, you can appeal to either of the Co-Commishs via pm. The reason why these discussions on rules and punishments will be via pm is that if the accused GM is not always going to get the same judgment depending on the appeal. We don't want to tarnish his credibility unnecessarily, plus even if they are guilty it is poor form to stone them verbally and throw them around like a rag doll, maliciously questioning them as a person or as a fantasy GM isn't right or tolerated.
An accused GM who has already been punished has 48 hours to respond and 72 hours to begin fixing their roster/cap and by fix we mean having your roster as rule-abiding as possible, this is at the discretion of the League's Governing Body. Just putting one of four minor league players in your minor league from your NHL roster/bench does not cut it if you have 7 of them sitting in the NHL roster!
If a GM commits more than one infraction in one season, if they are both minor infractions than they receive a repeat infraction. If they commit one infraction and another more severe offense, the two (or more) infractions will be added on top of each other for the upcoming draft.

Types of Infractions
1. First time Minor Infraction- if you have made a minor infraction and it is a team's first infraction the team lose 1 draft spot for their highest pick that was originally owned by the penalized team.
A minor infraction= a breech of only one of the forms of tanking below.
A) IR minor infraction- a minor IR punishment would automatically be implemented for having 4 players in your lineup or bench when your IR spots have one or more openings. If you have 3 players in your lineup or bench with IR spot(s) open you have 1 week to get down to 2 IR players that are not in IR spots. Day-to-day injured players are NOT counted into this assessment (you can check whether they are IR/IL or sidelined by putting your cursor over the red flag on Fantrax. If their sidelined for over 2 weeks then we will count them as we would any IR/IL player).
B) Minors minor Infraction- a minors minor (sorry about that repetition) punishment is automatically implemented for having 4 players in your lineup or bench who are currently in the NHL minors/ foreign leagues. 3 players calls for a warning and 1 week to make your lineup legal.
C) Minor Cap Infraction- a team will be penalized for being over/under by $3 million or less. Over/Under 2 million will not be automatically penalized until after 48 hours.
D) Combo Infraction- if there are a total of 4 minor or IR players on your NHL roster/bench when they shouldn't be
E) Repeat Minor Infraction- 2nd time minor infraction= lose of 3 draft spots for your highest pick
3rd= 5
4th= further sanctions to be determined by the League executives
2. A moderate Infraction= 5 or more but 7 or less minor/IR players in your lineup when they shouldn't be. For Cap issues, under/over $4 million to $6 million. Carries the below repercussions
First time- lose of 3 draft spots for the highest original pick of the sanctioned team at the next draft
2nd- lose of 7 draft spots
3rd- further sanctions
3. A major misconduct- 8+ minor/IR players in your lineup when you have minor/IR spots for them. For major misconduct cap infractions, under/over $7 million is an automatic major misconduct. The amount of time to fix your roster will be determined once you're notified.
First time- lose of 5 draft spots for your highest pick you use at the next draft
2nd time- lose of 9 draft spots for your highest pick you use at the next draft
3rd- further sanctions

GM Tanking Record Rules
1) If a sanctioned GM leaves during the season, any new GM is still hit with the sanction that was previously acquired for the upcoming draft. The reason for that is regardless of who the team is under the management of, part of their artificially lower stats were made unfairly and there is no way to undo that.
However, assuming the new GM has been within the rules after taking over and makes an infraction later, it will not be considered a repeat offense if the franchise's previous offense was made before they took over.
2) Same GM Different Year- If a GM commits a minor infraction, after that upcoming draft they have a clean record minor offense record. PLEASE DO NOT ABUSE THIS.
A moderate offense stays on your record for the whole season after you faced sanctions in the draft. Assuming no more moderate sanctions are applied to the GM then after that year, the moderate offense comes off of their record.
Draft Positions and Tanking Issues Rules (Addresses Trading too)
1) the next lowest-standing clean team who has their draft spot conflicting with a sanctioned team(s) will ALWAYS be granted the move up in draft position to fill in the spots vacated by the sanctioned team(s).
2) The only sanctioned picks are the highest original pick that the sanctioned team owns.
3) If any of picks should change hands
A) From a clean GM to a sanctioned GM- the newly acquired picks unsanctioned even though they are to be used by a sanctioned GM
B) From a sanctioned GM to a clean GM- the picks maintain their sanctioned status. The sanctioned GM must make sure the clean GM knows that they are sanctioned.
b. If the picks were dealt before the GM was sanctioned, there are no penalties on the picks since no sanctions were implemented before the transaction.
C) Sanctioned GM to another Sanctioned GM- the penalty stays with the original sanctioned GM's docking of picks.
Section Q
Rights of the New GM
1) They will be notified of any problems that need fixing for the team that they inherit, promptly by the League's Governing Body.
2) They will be given 1/2 a week after being notified of potential problems to make significant strides into fixing the issue before sanctions are applied.
3) New GMs are NOT free from what their predecessor did, since the damage can not be undone once the season has begun and missed stats can't be added. However should they commit their own offense it will not be counted as a repeat offense unless they themselves commit it again. (ALL infractions from the predecessor are wiped out after the end of the last season they directly affected).
