If no one owns him, I am willing to listen to people make a case for why he should or shouldn't go through waivers. We don't have hard set rules on returning non-prospects Europeans that have never been owned. Like to hear your thoughts.

Seriously, I wasn't expecting that I could just waltz in and sign him, and I'd be low on the waiver priority list, so I was just curious about the process.

You can't do any adds right now and you can't put adds down in advance. That is an insane thing to allow. sorry just wait until free agency opens (that date will be discussed).

I would say do it based on waiver priority. I can't think of a fairer way. Might as well give poorest teams first shot at him.
That or get all interested teams, put in a random generator and give to team that gets lucky, or do the random thing but with a minor weight givin to lower teams.

I can't see any reason why Jagr is different. Now if we're talking about changing the process to make it more fair for the bottom-dwellers, maybe a waiver process does make more sense. I probably shouldn't weigh in here too much as I'm biased but I do feel like this kills the chances of most teams ever signing a FA, which is not really how the NHL works. I get the waiver process for mid-season signings but I think that this might be a bit much...

So, if it's first come first serve, when does he become eligible to be signed? Is he eligible now, or when it's announced that he's made his decision if that happens later today, or at noon ET tomorrow when he's officially allowed to sign a contract?

If a player is available on Fantrax then it should be a f/a signing (as everyone had a shot at Jagr last year, but didn't want to waste a roster spot). If they are added to Fantrax then it should go through a waiver process. This year is unique as we said no more F/A signings till after our draft, so maybe it should be a waiver process this year?

Anyone who was involved in the last thread this question came up in knows my thoughts ;D
To summarize; we unequivocally, undeniably, indubitably require a waiver system. The first come, first serve approach is nuts!
I'm much more flexible when it comes to how the waiver system will be implemented but I couldn't be more against eh first come first serve approach.....in case you couldn't tell. .

The waiver approach makes sense for people that were not previously available. For example, a player that was never drafted and then signs (most likely out of NCAA but could be Europe). I backed you fully on that one, Van. The reason that this conversation is different is that Jagr is not some previously unknown/unavailable player. Anyone could have added him at any point up until the roster freeze. Same with Dustin Boyd, Patrik Thoresen, etc.! These guys ARE eligible to be added as a FA, whether they sign an NHL contract or not. To make such players subject to waivers would essentially be eliminating the "free" agent process and replacing it with a waiver process for essentially all players. I'm all for a waiver process where it is required for the sake of fairness (i.e. we decided that if a player that was never previously eligible becomes eligible, we would create a waiver process so that everyone had time to learn of it and so that the bottom-dwellers could re-build effectively). But I just don't see why a player that was on everyone's radar before should be subject to such a process. I'm actually surprised that nobody had Jagr after all the rumours last year. I can't believe that I missed that myself... And Glen, to answer your question directly, IF we do end up deciding that this should be done on a first come, first serve basis, it will have nothing to do with when players sign a contract. As I said before, Jagr was already eligible to be signed sans contract. The time in question will be whenever our DTDL roster freeze is lifted, which will be announced in advance (much like the initial FA period was announced last summer).
