LW x 3
RW X 3
Fwd x 3
Def X 6
G x 1
BN x 3
IR x 3 *
*Please note: If an owner wants to place a player on IR,he must, on the fantrax message board post a legit INET site that states the player will be out for atleast 3 weeks or more(2 - 3 weeks is not acceptable).
Again this may be altered to a games total depending on what Fantrax offers.
Section C
Position Eligibility
This will be based on Fantrax.
If a player plays 10 or more games at a different position that position will be added to his position eligibility.
Section D
Please note we going in with the idea that Fantrax will use straight H2H this year.
They have stated their is a good chance it will happen. If by chance it doesnt a modified H2H pts will be developed until this becomes available
Scoring Categories are as follows:
Skaters: G, A, Blocked Shots, Hits, PPP, SHP, PIM, SOG, FO%, +/-

Section E
Trades:
Commish will decide on most trades.
Trades will take generally 24-48hours depending on magnitude
Trades rarely will be vetoed unless collusion is definitely suspected or deal is obviously very lopsided.
In both cases it is up to owners to contact Commish right away with their complaint.
Complaints must be issued via email.
If an owner is Protesting a trade they must include definite reasons as to why they feel trade should be vetoed. Just saying that you don't agree with a trade or that it should be vetoed is not acceptable.
Complaints must be issued via private email to the commissioner.
All protests will be kept confidential.
Under no circumstances should a trade be protested on the message board.
In the case of a so-called lopsided trade, if atleast 5 owners protest within the first 24 hours the Commish will form a Trade Committee with 2 other experianced owners and discuss
the matter further.
It may be necessary to contact the Owners who have made the trade and find out the reasons behind the deal and why they think its fair enough.
In the case of a suspected colluded trade, if atleast one owner gives clear evidence as to why they suspect collusion within the first 24 hours the Commish will form a Trade Committee with 2 other experianced owners and an investigation will proceed.
In either case there is a chance that the decision may take longer then 48hours
Please note the Commish has the right to call in a Trade Committee for any deal if he sees the need.
Although most trades(including ones involving prospects) can be done through Fantrax, all must be completely & clearly posted on League message board by one owner, while the other will confirm it.
Besides being important in terms of keeping League records, their is no provision as of now, at Fantrax to trade draft picks. Thus they must all be posted.
Section F
Waivers:
waiver priority will always be determined by standings. Worst team getting best pick. It will be adjusted on a week to week basis.
Section G
Draft:
For info on 2010 draft(including Draft order) please see 2010 draft thread.
Please follow instructions in Draft Thread when drafting
For info on future prospect drafts please see Section F of Prospect Rules
.
Draft will be based on order of finish with teams not in playoffs involved in a draft lottery(We will use same system as NHL).
Please note tanking is unacceptable. While non playoff teams may trade veterans
for prospects near trade deadline, all teams must regularily set their lineups
with their best players. The Ownership committee will moniter rosters from time to time, but especially near
the end of season. If a team is not setting their roster action may be taken in the
following ways
1) Altered Draft pick position
2) Loss of Draft Pick
3) Owner suspended till end of season(membership reviewed) & commish temporarily runs team.
Section H
Rules Changes
Every Offseason the Rules Committee will review all current Rules. If they feel a change(or addition)to a particular rule(or something needs to be tinkered with) needs to be made for the better of
the league they will present it to all league Owners for a Vote.
If any owner, during the Offseason, puts forward a suggestion for a possible rule change(or addition),the rules Committee will review the suggestion. If they feel that the suggestion is for the better of the league they will present it to all league Owners for a Vote.
The Voting system will be as follows:
Everyone votes
In the case that 25 of the 30 owners vote in favour of a Rule change or addition the Rule will be automatically amended.
In the case that there are 20-24 votes in favour of a Rule change or addition it will go to Rules Committee for final decision
Anything less then 20 votes in favour of a rule change or addition will result in No changes.
In the case whereby there is not enough votes for a rule to be changed or added, such changes to this rule will not again be considered for at least 1 year.
In the rare case that a Rule needs to be changed or added during the season only a vote of 30 of 30 owners in favour of such would allow for such a rule to be amended.
Prospect Rules
Section A
Please Note only prospects originally picked up via our yearly minor league Draft or are available (on FA list) may be picked up during the course of a season.
Otherwise such prospects will be available in the following year's prospect draft.

**Please Note - Suspended players, unless Farm eligible, cannot be sent down to Farm Club.
Section D
If an owner of a player/prospect who becomes Ineligible to be protected fails to pick him up in the time alloted the commish(using his discretion as to time limit) will remind that owner to pick him up

Salary Cap Rules
1) Salary Cap is set to equal the NHL's. Now set for the coming season at $59.4 million. Once the new numbers are released in June by the NHL, teams in violation of the cap will have until two weeks before the beginning of the season to get in line with it. In the off-season, the cap rules do not apply, allowing a team to go above the cap. Teams must within salary restrictions by September 15th each year.
2) Salary Floor is set to equal the NHL’s, which is $16 million dollars below the NHL Salary Cap. It is set at $43.4 million. Teams will have until two weeks before the beginning of the season to get in line with it. In the off-season, the cap rules do not apply, allowing a team to go under the salary floor. Teams must within salary restrictions by September 15th each year.
3) It will be aplayers cap-number which will count against the cap, and these figures can be found at www.nhlnumbers.com. Each owner is responsible for posting the cap figures on their roster page, and making sure they are in line with the salary cap restrictions. The only exception to this is when a player is claimed on re-entry waivers, at which point his new cap number on nhlnumbers.com must be doubled to get his cap number for us.
4) When releasing a player to waivers, if the player is claimed during the waiver period, his salary transfers to the claiming team. If the player clears waivers and is released to the Free Agent (FA) pool, the team who released him is responsible for half his salary for the remainder of his current contract. Whomever signs him afterwards would be signing him to his half cap-hit, whenever they sign him.
5) Teams found in violation of the salary cap rules will be given a warning on their very first offence. After that, any violation of the salary cap will result in any combination of:
a) a fine which will count against the following years cap for the team
b) a forfeit of draft picks
c) a forfeit of wins
This punishment will be determined by the Salary Cap committee and Commissioner at the appropriate time. This is in-line with the NHL punishments for such an offence.
6) Players on the NHL IR will not count against the cap as long as they are on the IR. The official IR website is TBA at this time. Once one is decided, it’ll be posted here.
7) The contract of players who leave for the KHL, or another league, will not count against the cap for the time they are gone. Once the player returns, his contract will go back onto his team’s cap. If the player has been released in the meantime, they will be available as a FA.
8) The contracts of players who retire will not count against the team’s cap upon their retirement.
9) All Free Agents are available to be signed on a first come-first serve basis. If you sign a FA, you are responsible for his full cap-hit, unless he was released previously in the contract by a team and cleared waivers, at which point you are responsible for half his cap-hit.
10) All owners are responsible, on their team post, to make each players contract visible to all. If an owner is responsible for paying half salary for a dropped player, this info should be posted at the bottom of their team post. Owners found to be hiding salary will be subject to punishments under Rule 5
