I had asked a while back if some of you guys wanted to assist me in reviewing some possible rule changes and didn’t get much feedback, therefore I figured I’d come up with some thoughts and throw them out for discussion. Here they are: 1. NHL Games played changed from 164 to 110 to remain considered farm eligible. Goaltenders reduced from 82 to 55 games. There has been a lot of previous discussion that the free agent pool was too thin of players currently playing in the NHL as one of the reasons why non-competitive team had difficulty maintaining an active roster of NHL players. The number 110 is an arbitrary number that can be adjusted prior to the start of the season and also possibly after the season based on its effectiveness. Because of this proposed reduction in eligibility, Players on IR will NOT count toward the salary cap/floor. This returns the IR salary issue back to its original form.
2. The league will introduce playoffs next season. These playoffs will follow the same format as the NHL. The intention of this league’s founders was to have this as a head–to-head league. That has never changed and I am committed to make this happen next season. The playoffs will also follow a head-to-head format.
3. President’s Trophy winner and Stanley Cup winner will be awarded a draft pick for their accomplishments.
The President’s Award winner will be awarded draft pick #31 and the playoff winner will be awarded pick #32. Winning the regular season is considerably more difficult task/greater accomplishment, thus it gets the higher pick.
4. Waiver time line will be changed to be processed on a regular schedule.
The current 7 day time period does not work well for me in that I lose track of when they need to be processed (Too much real life stuff going on).
During the regular season, a waiver drop period (week) starts every Monday at 11 PM EST and ends the following Monday 11 PM EST. Players can be dropped at any hour of any day of this period.
Players dropped within a given regular season drop period may be claimed by other teams until Sunday at Midnight EST following the end of that waiver drop period. A player who goes unclaimed by the Sunday deadline thereby clears waivers and is immediately eligible to be signed as a free agent.
Should a player be claimed by more than one team, the player will be awarded to the claiming team ranked lowest in the DTDL standings at that point (in other words, waiver priority is the reverse order of the standings on the Sunday the claim is being decided on).

I'm quite in favor of all 4 of these. Will goalie max games for farm eligibility be changed from...what is it 82?

I'm in favour of all these changes.
How about the addition of a waiver period for newly signed players so we don't get into the sort of race we've seen on guys like Jagr and Conacher?

A player who goes unclaimed by the Saturday deadline thereby clears waivers and is immediately eligible to be signed as a free agent. could you clarify-when is the deadline, Sunday at midnight or sometime on Saturday? i'd like to see us keep the 164 gm limit- I don't see the issue of lack of players in the fa pool as reason to change it(being that this is a long-term keeper league with 30 teams, as opposed to daily add/drop sort of league). I also don't see the need to find quick fix solutions as we all attempt to build are teams. 164 gms takes a number of players through their first real contracts since most are gradually eased into the NHL. why is the proposal to change the skaters but not the goalies?

if skater limit is going down, then goalie limit should go down, preferably by the same factor.
i.e if we go from 164 to 110 for skaters, we should go from 82 to 55 for goalies.
i'd prefer if there was a bigger FA pool so the weaker teams who have cap space can afford to get better, and the stronger teams dont hold on to all the players by stashing them in their minors.

I'm in favour of all four changes, with the actual number of games for prospects to stay in the farm tbd.
I'm perfectly okay with 110 for skaters and 55 for goalies, but both numbers are arbitrary... just curious what other people have to say. That said, I strongly believe that increasing the free agent pool will make the league much more competitive.
Along that note, I agree with Vancouver that FA signings shouldn't just be on a first-come first served basis. Someone who is able to be online all the time has a huge advantage.
However, I disagree that it should be a waiver-type system like what we have - especially one that is open to public viewing. I think waiver and FA claims should be blind, because it rewards those who do their homework. For example, I shouldn't know that Conacher or Shinnimin were available for pickup unless I specifically read about them - not because someone else put in a claim - call it a "no lurking" rule.
It is also part of a salary gamble: if a player is waived, the acquiring team takes either picks up the whole salary (if picked up during the waiver period) or just half (if picked up as a free agent). I shouldn't know that someone else wants a player.
I'm not sure if it is possible on this site (an admin-only viewing section), but I would be willing to help administer it if we vote to do so. If not, pleae ignore the last two points above.

I like these changes, should rule #5 be that we are switching to a h2h format for next season?
re: the prospect games played, with a minor league as small as this league has, it kinda makes sense to have it as high as it is but it is not a sticking point to me either way.
re: waivers, even though I am able to be close to the computer right now so I have an advantage over other GMs, I would be in favor of a waiver type system but it is going to add more work to the commish or whoever is in charge of those types of changes/decisions. a blind system is interesting but I think the only way to do it would be to create a ghost account called "claims" for waiver claims and have GMs private message that account. someone just hast to log into that account every day or so to check on the messages
one more thing I would add is a timeline to complete waiver claims should be instituted. once a team wins a claim, they have 24 hours to complete the process or the player they claimed becomes a UFA. A player shouldn't be left in limbo until the commish (who is really overworked in this league) or the GM get around to it.

The blind waiver system that SJ mentioned sounds interesting, and I like the reasoning behind it. I'm unfamiliar with it tho, how does it work?

Changed the goaltender threshold from 82 to 55 as there seems to be an agreement among posters to reduce their threshold as well. I like these changes, should rule #5 be that we are switching to a h2h format for next season? I didn't add it as #5 because that has been the plan all along and I intend to make it a reality for next season. I'm in favour of all these changes. How about the addition of a waiver period for newly signed players so we don't get into the sort of race we've seen on guys like Jagr and Conacher? As mentioned previously, I'm not necessarily opposed to such a system. Thus far all postings have been leaning that way. So if the current system doesn't get any support; it will be changed for March time-frame free agent frenzy. I would still lean to a free agent frenzy in the summer as I feel it starts a new season and there is not really a waiver order or current standings.

The only way that I could ever support a move away from FCFS free agents is if we legislated with the above quote in mind. I should have to use some skill/research to sign a free agent, not just an automatic right of first refusal on any signing because I'm in last place. I'm on board for the other rule changes.

So if the current system doesn't get any support; it will be changed for March time-frame free agent frenzy. I'd like to see any changes we make go into effect during the off-season over the summer. I'd like to keep the present first come first serve system, but would be open to a "blind" waiver system for the reasons outlined by SJ and CAL. Would be willing to help in anyway with the process. I guess I'm in the minority on the gms limit(leaving it as is), I don't understand the problem that others are expressing. I hear GM's saying that they want to increase the FA pool and so we should decrease the gms limit. For those who advocate that, what do you envision our FA pool looking like? A rule change proposal- Change the FA eligibility in DTDL to include any player who is past the age of draft eligibility (in addition to drafted players and signed players) ----thoughts?

draft eligibility isn't a clear-cut "age" as determined by the NHL CBA so that is only going to complicate the issue. right now it is simple, players have to be drafted by an NHL team or have ever been signed to an NHL contract. why complicate the issue? It's not that complicated and it would expand the FA pool. it's all related to age by Sept. 15th of that particular draft year. NA skaters 21 or older are no longer draft eligible non-NA skaters 22 and older are no longer draft eligible
