I have had discussions over the last month or so with Zaph (NYI), JetsGM (WPG) and Ken (ANA) over the last month or so because I’ve come to the conclusion that I am not running this league very well and have not done so for a while. Besides working a full time job and my normal husbandly duties, I have recently accepted a major community related position that will further my available time. I will NOT be completely withdrawing from this league. First of all, we have a solid group of about 20-25 GMs that have been here for years. Secondly, my team is pretty competitive considering I have no cap space and little time to tinker it. The future remains bright in St Louis. Thirdly, I’ve already dedicated a lot of time and effort bringing this league to where it is and Fourthly, the league is free because I have a lifetime payment certificate already on it.
Ultimately I was seeking someone to run the day-to-day operations. Ken has agreed to do so and JetsGM has also agreed to do more. The exact breakdown has yet to be fully made, but I intend to put our upcoming 2015 Entry Draft together and oversee it. Ken has already agreed to draft an update of our rules for next season as we have had quite a bit of abuse this season.

I'll do my best to run the day-to-day operations. Like uofme mentioned, I've started drafting an update of the rules. There will be a few things I plan on addressing but please feel free to message me or post something if you think something needs to be addressed now. Here are a few things I'll be addressing for sure:
1) Tanking Rules and Roster Management: We had a good discussion about tanking this season and I think the definition we reached, as a league, should be included in the rules. I plan on implementing anti-tanking rules that will be less rigorous to maintain and less burdensome to monitor. The trade-off is the punishment is more severe if broken. Ideally, I'm aiming for something that rewards GMS for being active, won't punishj GMs for minimal commitment but severely punishes those who are tanking/are inactive for long bouts of time.
I posted something I was working on in the "tanking" discussion thread last month. Feel free to comment on that or anything else. I'll likely have something for you guys to chime in on soon. I'm not convinced there's no major loopholes yet and there's still one thing I'm trying to fix (Please PM me if you wish to help). I plan on putting my first draft on the Dobber forums to get some feedback from the Dobber community. Hopefully, they'll be able to find holes in the rules and help me plug them.
2) New Contract FA Signing Rules: I don't have any problems when the rule itself, but with the number of illegal signings, I think we just need to make them a bit clearer
3) More activity on Proboards: I'd like to implement some ideas that would encourages more activity on Proboards. Nothing mandatory. Something that provides incentives for GMs to post and be more active on Proboards but doesn't punish Gms for being quiet either. I'm still thinking of ideas, any ideas you guys might have are welcome.
4) Draft Lottery: We took a poll this season and there seems to be some interest in a draft lottery. I don't think we can consider it an anti-tanking mechanism at all (we can argue this later), but due to the interest, I think its at least something we can explore. However, probably not anytime soon. A draft lottery will require a bunch of new rules but I don't think we're ready for that. I think the leagues' focus right now should be the get the rules we have right now in order before we consider making new ones.

Quickly want to thank St. Louis for all of your work for this league. We all greatly appreciate it and understand your reasonings for stepping down.
Ken, I'll give your post a longer look later today. Hopefully we can have some rejuvenated conversations about league rules.
