I would like to propose that based on the Jagr thread discussions that the for the offseason we should implement a waiver priority system based on last year's standings that after a successful claim that team goes to the bottom of the priority list. I postulate that this makes the most sense and for the offseason (since unlike the regular season you're completely locked in a spot) once you have a successful claim you go to the end.
I would like to announce that mogilny, NYR is going to help coordinate and manage the offseason FA so this is the thread to talk about if you like the proposal inspired by Vancouver and some other contributors to the Jagr thread, that I have put forth and when you want FA to open. I think we could have July 2nd to whenever TK/Columbus comes back as the decision days when we will decide who of your FAs or recently signed FAs you would like to leave your team/enter the FA pool (with no buyout penalty). After that is done we could open up the FA offseason signing period with the priority system i already discussed.
The only problem I see with this is that TK/Columbus is away for awhile so we could wait until he comes back and makes his decisions to open it up.

This needs to be voted on before it becomes the way that we do things. 2. We need to have a set length for the waiver process (or is it just going to be until the season starts?).

I don't know if we need to do a formal vote but I would like to discuss it. I am pitching my idea Sami hope that isn't issue. I have no problem making new threads if they want propose something too just that no one ever does it (they're a disjointed mess amongst massive arguments in the threads typically).

I wrote something to this effect in the Jagr thread but thought I'd repeat it here.
My proposal is this:
At the end of the regular season, all FA activity is on lockdown until the draft. Any player signed by an NHL team during that time or who was previously available in our pool as a FA (eg Jagr) is available at the draft. This would serve to strengthen our draft and make for much more interesting decisions than simply selecting from the current years draft crop.
After the draft all remaining FA's are on waivers until some point just prior to the start of the regular season at which point we enact the waiver rule that Yas has outlined. This give the weakest teams a chance to grab a quality player but forces them to use their waiver priority wisely.
Any player who was previously unavailable as a FA and signs an NHL contract during the regular season would be immediately be placed on waivers for a short period (3 days?). Waiver claims would not be posted on the boards as this would serve to undermine some of the hard work that may have gone into scouting this prospect. The claims should be sent to one person who will be in charge of all waivers and he'll post the successful claim at the end of the waiver period.
I'd love to hear some feedback on this or any other ideas but we really need to get a cohesive thread together here and get a few ideas we can vote on.

yeah the problem is though that we started the draft already. I really do like the idea Vancouver just not sure if we can implement it now for this year but certainly for next year we could.
