Free Agency opens at 1 PM EST on August 17th. Any post prior to 1 PM is invalid. Signings are made on a first come basis and you are allowed a maximum of 1 successful signing per day and a maximum of 2 per week/8 per month. A new day starts at Midnight, therefore should you sign someone successfully on the 17th, you may submit you second signing at or after 12:00 AM on the 18th. Weeks also run from Sunday through Saturday, thus a new week starts on September 1st.
A successful signing occurs when you are the first to sign an eligible player during a signing period and you are within the signing requirement perimeters.
Also waiver claims will not be processed until the season starts. Waiver claims will be processed by the Jets GM and are initially based on last year's final standings for the first three weeks of the season.

just because I was asked about it and want to address it publically before it becomes an issue:
The intention of our CHL/College FA (Initial contract) poll was to have all new initial contracts for undrafted players go through a waiver period. Seeing waivers are not being processed now, the earliest an undrafted players who inks his first contract in the summer (like Tolchinsky just did) could be claimed is the first day of the season and then he would need to go through the one week waiver period.
And just to summarize the entire process:
Undrafted players signing their initial contracts during the season may be claimed, but must go through waivers.
Undrafted players signing their initial contracts after the regular season ends/roster freeze begins, may NOT be signed nor claimed. But they are eligible for the DTDL draft.
Undrafted players signing their initial contracts during the off-season and after the DTDL draft may be claimed on the first day of the season, but must go through waivers.
