i have no problem with the new rule since in the real nhl they cannot have sanction for tanking or not play the best roster

ok i will stick with being Commish if people are willing to live without a lottery since I feel strongly that it undermines what we've been doing. If people really want a lottery badly you can get a new Commish amongst you I am sure. I'd also just like people to be more proactive in recruiting people to fill the many holes we have from either GMs leaving or being incredibly inactive.

on another note all you guys who gave/give me minus karma points look in the mirror for once. I've done a whole hell of a lot of work for this league and if y'all want to follow the rules that jerk Paul set up instead of mine go for it. Just proves I never have had any control over this league as I suspected was the case and you guys just sit back while i set up a new site and make rules no one feels like applies to them.

its just pretty frustrating since a lot of teams at the bottom were tanking for long periods of time (whether it is blatant tanking/not so obvious tanking, they pretty much played terrible rosters until they were forced to change them). i really dont care if there is a draft lottery or not, i just want more rules in place next year so no more tanking can continue. it's just annoying when you see guys with like 10 active players on their roster or guys using expensive players who arent even in the nhl to keep them over the cap.

i agree with ottawa many gm play the rules correctly but some use every holes to devellop there team are we suppose to be experienced gm... ?

I don't like tanking. Can you maybe use the draft lottery after you apply sanctions to teams for tanking that way their probability of getting first pick is reduced. Just a thought but this would still give the commish some power.

Whew - I go away for a week and miss a doosey. Well, I got married in the Bahamas, and now I'm back. Kind of forgot to let everyone know though.. oops.
Anyhow, I would tend to agree that those who were dealt sanctions should not benefit from a lottery. This league had a lot of bad tanking in it's first season that we let go on for a long while before we figured it out. The sanctions were an attempt to see that righted in terms of fairness.
If we are to do a lottery, it HAS to be in such a way that those with sanctions cannot go any higher than their current position after sanctions are applied.

I think it would be easier not to do that just because it would be complicated but I'd be okay with that. Either we scrap the lottery or we hit them with sanctions after the lottery. up to you guys.

Here is an off the wall idea....Scrap the whole lottery/non-lottery idea all together.
If you want to prevent tanking and test fantasy hockey to the fullest may I suggest some sort of playoff pool. Winner takes first overall pick and the rest fill in from best to worst according to the playoff standings.
Just a random thought...okay everyone can disagree now and we can go back to the lottery discussion.

The sanctions should be implemented before the lottery, that way teams that tank will lose their position in the draft and drop down to a lower % of winning and some may end up dropping right out of a lottery position and lose the chance at the #1 pick. just a thought. Do we have a draft order now?

I vote that if a team is hit with sanctions it is no longer eligible for the draft lottery.

I didn't realize that this discussion was still going but I like Vancouver's suggestion: keep the rules as they were with respect to the lottery and tanking but anyone who has been sanctioned for tanking is automatically excluded from the draft lottery.
I think that, before voting, we should clarify whether the next team up in the standings gets the benefit of the disqualified teams lottery chances or whether they are simply lost outright. I think that the latter is probably easier from an administrative perspective...

as one of the teams that was penalized I have no problem with being left put of the lottery. I plan on winning next year anyways (with a little better injury luck than this year)
