Trades:
Commissioner(s) will notify the involved GMs involved if a trade violates a rule(s) or the general spirit of the League
Trades should be made with idea that they will rarely be vetoed unless collusion is definitely suspected or deal is obviously very lopsided.
In both cases it is up to reporting owners to contact Commish(s) right away with their complaint. The owners filing complaints can (but do not have to) post that they have a complaint(s) on the trade thread on Proboards, at which time the trade should be halted until a decision is made.
A) If they choose to be anonymous, they can tell a Co-Commissioner that they have a complaint at which time the Co-Commissioner will post on their behalf.
B) If they choose to make their complaint public, their post should only include the fact that they have a complaint publicly. The details should be given to the Co-Commishs who will only share the details with those involved until a conclusion has been reached.
If an owner is Protesting a trade they must include clear reasons as to why they feel the trade should be vetoed in their pm to the Commish(s). Just saying that they don't agree with a trade or that it should be vetoed is not acceptable.
Once a decision is made on the protest and both sides are heard. The Commish(s) will post the result of the discussions on the trade thread but should NOT state the reasons one way or another unless an other GM is directly effected by the trade or a change is made necessary to the League Rules or structure.
All DETAILS from protests should be kept confidential.
Under no circumstances should a trade be protested in depth by the whole community on the message boards.
In the case of a so-called lopsided trade, if at least 5 owners protest within the first 24 hours the Commish(s) will form a Trade Committee with 2 other experienced owners and discuss the matter further.
It may be necessary to contact the Owners who have made the trade and find out the reasons behind the deal and why they think its fair enough.
In the case of a suspected colluded trade, if atleast one owner gives clear evidence as to why they suspect collusion within the first 24 hours the Commish will form a Trade Committee with 2 other experianced owners and an investigation will proceed.
In either case there is a chance that the decision may take longer then 48 hours
Please note the Commish has the right to call in a Trade Committee for any deal if he sees the need.
Although most trades(including ones involving prospects) can be done through Fantrax, all must be completely & clearly posted on League message board by one owner, while the other will confirm it. All trades must be done on Pro-boards before they an be executed on Fantrax. Keep in mind, the Pro-boards site is the official league website.

Waivers:
Waiver priority will always be determined by standings except as outlined below. The worst team putting in a claim has priority.
1. The waiver process will be managed by the Jets GM.
2. waiver period is exactly 1 week from the time the waiver release post is made on proboards.
2. Due to the move to a head-to head scheduled, the first three weeks of the season will use the previous season's final standings to determine the waiver priority order.
3. Any player placed on waivers that would clear after the 3rd week/scoring period would be subject to this year's standings.
4. We will return to a one week waiver period. This change to seven days applies for any player dropped going forward.
5. The team that places player on waivers can not enter claim.
6 A Tie-breaker will be used when necessary. This tie-breaker is determined by doing a "hypothetical" matchup for the entire season comparing total stats (active + bench + minor + IR). This would allow a proper evaluation of a team's overall strength. The weakest team wins the claim.
Free Agents:
During the regular season in the DTDL, prospects are eligible to be picked up as a FA if their rights are owned by an NHL team or they are under contract with an NHL team. You are entitled to sign up to one (1) free agent per day with a maximum of two (2) signings per week and eight (8) signings per month. The week will start at midnight on Sunday and end at midnight on Saturday.
There is an understanding that Pro-boards action should proceed a Fantrax transaction, but they should occur within minutes/hours of each other and not a prolonged period. Failure to happen within 18 hours is viewed as being outside the intent of the league rules and invalidates the Pro-board signing.
Once the regular season in the DTDL has ended and the roster addition freeze is in effect, prospect or NHL FAs can only be added through the draft or free agency once it re-opens. Players may continue to be dropped during the off-season, but no claims may be made on these players as they will automatically become free agents who may be claimed when free agency reopens.
Free Agency signings will be processed on a first come basis with the following limitations:
There is a maximum of (1) one FA selection per day and a maximum of (2) two selections per week and also a maximum of (8) eight per month. Selections may not put the team over the roster player quantity limitation nor the salary cap limitations. All signings must be posted on our Pro-boards forum prior to processing on Fantrax, as the Pro-boards site is considered the official league site.
1) Buyouts for Dropped Players
You MUST post on THIS SITE each and every player that you release from your team. Please do so in the waivers section.
There is no longer a buyout penalty as that portion of the rules has been rescinded as a result of a recent poll.
2) Undrafted players signing their initial contracts aka New COntract Waivers=
Undrafted players signing their initial NHL contracts during the season may be claimed, but must go through waivers.
these are for players who were not drafted by an NHL team and later sign an NHL contract....
the new contract waiver period will finish at the end of the day a week after the day of a player signing with an NHL team(according to NHL.com website press release)
So if a player signs on a Tuesday the new contract waiver claim period will close at the end of the following tuesday.
Also....
after the conclusion of the 7 day period, if unclaimed, the players WILL immediately become free agents.
Undrafted players signing their initial contracts after the regular season ends/roster freeze begins, may NOT be signed nor claimed. But they are eligible for the DTDL draft. If undrafted in the DTDL they can be signed as Free Agents when FA reopens in the fall.
Undrafted players signing their initial contracts during the off-season and after the DTDL draft may be claimed on the first day of the season, but must go through new contract waivers which begins the first day of the regular season and lasts 1 week. players not claimed then immediately become Free Agents.
All claims must be submitted during the waiver period. Should multiple claims occur the team seated in the bottom of the standings will win that claim. Should there be no claim submitted for a player, he WILL be eligible to be signed as a free agent after the one week period.
