San Jose should have claimed this player 2 days ago, their roster is at the limit so what is the statute of limitations until someone can sign the player as a free agent?

The fact that he is at the 25 prospect limit is irrelivent until the winning claim is announced, which I should have done previously. He will be given the opportunity to drop a player so that the claim can be processed.

So what's the protocol? If more than one team claims a player, do we wait for the commish, or do we just go ahead and process? I'm okay with either, but I thought the commish had to finalize so that teams wouldn't squabble over who had the legitimate claim...

I'm certainly not trying to step on toes, it is reverse of the standings 7 days after the waived date so it is not difficult to determine who the winner is. I was hoping to help out as the commish is overworked in this league as it is.
